Tooltips on charts are only rendered within the canvas.

Expected behaviour:

Tooltips should render outside of the canvas

Actual behaviour:

Tooltips only render within the canvas.

Steps to reproduce:

Mouseover a chart, and look at it.

Troubleshooting undertaken, and/or other relevant information:

A possible fix is to use External (Custom) Tooltip

Some discussion on it here : chartjs/Chart.js#622

If I can get some time, I'll take a look into it.
