Feature Request
This feature will make TiDB cluster can pause|resume one class of background tasks' execution, if the TiDB resource needs to be released to support higher priority foreground workload. For example DDL, Then, the backend tasks could be temporally paused and resume execution later.
We provide the command let user could operate background tasks by manually, also our resource manager will auto pause&resume background task according resource usage of the TiDB cluster.
