And make it easier to keep them up-to-date by using `pip-tools`.
The newer version of jenkins-job-builder allows to `exclude` jobs from the matrix.
Though, almost all jobs already override this setting.
It is already part of the script.
And remove usage of `shining-panda` plugin.
