Fixes #110. Contributes to #111.

  • Bump version number to 1.3
  • Drop support for Python 3.7 and older NumPy/SciPy
  • Remove typing workarounds for NumPy 1.20 and lower
  • Bump dev dependencies and CI operating systems, add Python 3.11 to test matrix
  • Add macOS 11 to "old versions" integration test and use macOS 12 in unit tests
