Support VAAPI/VDPAU HW decoding with open source drivers #33

The VAAPI/VDPAU drivers are required to use HW decoding in GPUs for decoding video. Without it, videos on supported hardware (AMD/Intel) will resort to CPU-based software decoding, instead, which can be a serious drain on battery life.

Installs mesa-vdpau-drivers, among other VAAPI/VDPAU libs & drivers.

Should probably get to bionic and disco as well.
