Microsoft attempted to retroactively make .NET 4.6.1 compliant with .NET Standard 2. This was a mistake and frankly did not work.
They are now recommending that if you want to consume .NET Standard 1.5+ from the .NET Framework that you upgrade to .NET 4.7.2.
