Full problem statement is defined by https://tools.ietf.org/html/rfc4321#page-3

Normative changes are decribed by https://tools.ietf.org/html/rfc4320#section-4.1

In short words it is better to prevent send 100 Trying on Non-INVITE transactions before Timer E timeout reaches T2.
