partition: extension — freeze the schema URL, and upstream or not?

Embarrassingly, our partition extension has two different schema URLs today: the design document says portolan.org/... while the code registers portolan-sdi.github.io/.... We need to freeze one.

And separately: is this extension worth proposing to the stac-extensions organization as a community extension, or should it stay Portolan-hosted? If anyone has naming or prefix advice we should hear before the URL freezes, now is the time.

portolan.org is more agnostic of GitHub in case GitHub vanishes into oblivion.

If you want to keep full authority over the extension, keep it in this org. Moving the org to stac-extensions allows the STAC PSC to also make decisions. You can still add the portolan extension to the list of STAC extensions as a community extension hosted in a separate org. That gives it pretty much the same visibility.
