Validator versus linter: which rules block, and which just grade you?
#581
We want to codify the split between requirements (violations block publication — a catalog that fails these is simply not conformant) and recommendations (a catalog gets a quality grade, say A through C, but nothing is blocked).
Our rules file already has error/warning/info severity levels; this decision gives those levels operational meaning. The June 26 discussion raised this but didn't settle it. Closely related to the validation-boundary question (see the hub).
Part of the July 2026 spec sprint. Hub: discussion #570 · work tracker: epic #564 · everything here carries the spec-sprint label.
