Version release tag - 0.4.0

This is a TODO list of things to take care of before a version release. Various support modules will get version tagged as well:

Open issues

• Null module loading issue: Fix multiple versions of libSoapySDR loading null module #53

Conversion support

• Reusable conversion support: Conversion support #49
  • RTL uses conversion library: Native format allowing buffer optimization? SoapyRTLSDR#15
  • Other modules as well....

Issues in hardware support projects

• RTL set frequency issue: Frequency update doesn't always seem to work SoapyRTLSDR#16
• Remote OSX buffer size: OSX - figure out good default buffer size SoapyRemote#15

Please add anything thats missing or obviously critical. There's quite a few wishlist style issues that didn't get added.

After tagging

The only real feature here that is part of SoapySDR is the "Reusable conversion support". Since we have fixed the open bugs on SoapySDR itself, I am inclined to tag off this release, and save this feature for the next release.
