- intel 18.0.1 -> 18.0.3

@matz-e / @tristan0x : these are base packages I prepared in the past....feel free to delete / add.
This pr doesn't need to be merged i.e. this packages.yaml shouldn't go to compilers dir. we should re-organise repo structure anyway.
