Plugin index summary pages are not properly found

The docs here, https://pulpproject.org/pulp-docs/docs/dev/guides/create-plugin-overviews/, to manually create an index page for a plugin does not work. It "works" if you put the index inside of user/, but then the overview page requires you to click on the Usage link to see it.
