Ran into this at work recently, uninstall does a complete lock so not nearly as useful as upgrade path. This makes the uninstall smarter like the upgrade path is (but the inverse).
The issue (before this change)
$ pipenv uninstall tomli --categories=develop
The fix (with this change)
$ pipenv uninstall tomli --categories=develop
My take is if you want to lock you can run
pipenv lock
if you want to uninstall something, you probably want this behavior.Fixes #6030
