requires returns empty string on empty egg-info requires.txt #367

As reported in pypa/setuptools#3107 (comment), an empty requires.txt in an egg-info metadata returns an empty string instead of an empty list.

jaraco added a commit that referenced this issue


          Add test capturing expectation when requires.txt is empty. Ref #367.
