[Refactor] Import enum and interaction_type utils

Imported the refactored set_/interaction_type utils and InteractionType enum for future use.

Motivation and Context

This is to address #1016

Hi @vmoens, imported the refactored utils and enum as originally suggested. I also had a quick look through the repo and the actual refactoring work is a bit bigger but happy to take it on if needed.
