Doesnt stay on the selected max bandwith

Hi guys,when i slect a certain speed that torrents can not surpass,the program doesn´t respect it.I usually set it to 3mbps so others in the household still have some bandwith.I have to go in every torrents "Torrent options" and also set the max speed there to make it stick.
That would be so cool if anyone could fix that issue.

To simplify this process you may select all torrents by hitting Ctrl+A and set the limitation by Torrent options for all torrents at once.

As for the main question, the issue regarding it is already exists #13950 , however I have never experienced the problem myself.
