We need to create a python or perl-script that reads in the english .qgs project file, parses the tablename and replaces it with german or french names based on the qgep.is_dictionary table

Without arguing against python or perl, I would not put technological restrictions like this without providing good arguments.

Brainstorming: A possible way would be to add translation support on QGIS project level my means of translation files. That would break with the database as direct translation source but would enable easy translation of any QGIS project with all the nice translation tools available.

I would rather propose another approach for the long term.
Project, while spread in different services, will be used differently, personnalized, and so on.

Instead of providing a project (which is ok for a demo), camptocamp proposed a nice approach for the water solution.

The idea is that the plugin is capable of adding the layers with their symbology. Hence, the project can live without any branching problem. Also, this allows to send updates via the QGEP plugin.

This shouldn't be nuch of headache: once with have a nice symbology, we save it in a xml file. Then, we hardcode this in the plugin and it will be easy to translate in it. And finally have a functionnality to add layers from the plugin.
