We still build for ubuntu precise, which has GEOS 3.2, which apparently doesn't have GEOSBufferParams_create() & co

Ah, yes, the official repo has GEOS 3.2.2, while the required symbols were added in GEOS 3.3.0 (http://upstream-tracker.org/compat_reports/libgeos_c/3.2.3_to_3.3.0/abi_compat_report.html).
I thought ubuntugis launchpad repos were used...

Both, plain ubuntu and ubuntu with ubuntugis.
