启动TIS时，访问
http://mirror.qlangtech.com/.../default.json超时，导致无法获取到插件元数据配置文件，进而在后续流程中无法安装TIS插件。由于用户本地网络不稳定，在第一次访问超时之后，在TIS控制台上没有显示访问超时的错误信息，导致用户操作迷失茫然。
应该在页面上有错误提示信息，用户可以选择重试，进而可以开展后续操作。
