古いブラウザのスクロールバー関係か何かで入れたCSS。現在のnormarize.css・sanitize.css・ress.cssには無い。

html {
  overflow-y: scroll;
}

これがあるとモーダルを body-scroll-lock などで作るときにモーダル以外を固定できなくなるので、削除する。
