This change looks good to me, but I'd like to wait for qutip/qutip-tutorials#51 and qutip/qutip-tutorials#50 to be merged first so that the stochastic tutorials are there, the old nbviewer links are updated and the contributing section with links to the source repositories for the notebooks are added. |

Now waiting on qutip/qutip-tutorials#53 to be fixed so that the navigation works. |

Within the new qutip-tutorials repository I have created an automated pipeline (using GitHub Actions) to create the QuTiP Tutorials website with the contents from the repository (and some contents still from the old repository). The new index page is automatically published to
qutip.org/qutip-tutorials.This PR changes the link in the navbar to the new tutorials page and adds a redirect for the old tutorial page to the new one.
