QWAT CH - Applied on german translation

One of the brakes to the use of QWAT in Switzerland is its missing translation to german.

The users should be provided with

• Translatable qgs demo project -> like QGEP
• availability of value lists in german [WIP] Add german translations qwat-data-model#337
• Translation of remaining french documentation to english in the user guide
  Translate remaining french sections in user guide for transifex usage docs#10
• translators and translation of the documentation ->

• SIA 405 interlis export (INTERLIS import/export interface for SIA 405 #307)
