This PR add some basic tests that exercise OKE driver CRUD (VCN, clusters, nodepools) using fake OCI clients, which are intended to mimic the behavior of the real clients.
The next step will hopefully be to set them up to run automatically. Eventually, it'd be nice to have a set of tests that run against the real OCI.
