wsl.exe should be executed with full path

Actual Behavior

In #3445 the user had an issue because wsl.exe wasn't found — it appears that %SystemRoot%\system32 wasn't in the user's PATH for some reason.

Steps to Reproduce

1. Remove %SystemRoot%\system32 from PATH.
2. Run Rancher Desktop

Result

Error saying WSL was not installed.

Expected Behavior

No errors.
