@jakirkham -- cusignal should be relatively straightforward. We build fatbins with nvcc as defined in our build.sh script but otherwise depend on cupy and numba for GPU work.

This is due to the fact that cuSignal is pending deprecation as its functionality is being absorbed upstream in CuPy
