[Feature] Docker support for chart-testing #623

Why are these changes needed?

chart-testing (ct) has a lot of prerequisites. In addition, ct also has docker support. Adding the Docker support in chart-test.sh can save the efforts for developers to install dependencies manually.

Changes

Update chart-test.sh to support running tests with docker and documentation for chart lint tests in DEVELOPMENT.md.
