What type of PR is this?

What does this PR do / why we need it:
Goal: Overall increase the quality and presence of vital operator metadata for Red Hat operators to drive up trust and discoverability by customers in this data consumed from various sources.
Outcome: A new, well-defined list of annotations for operator metadata to define various infrastructure features of an operator.
