Integrate RTKQ tests #1012

This PR:

  • Adds a number of deps needed for tests, per RTKQ's package
  • Reworks RTK's test config to allow running RTKQ's tests
  • Moves the RTKQ tests from the migrated repo folder over into src/query/tests
