This brings the C SDK up to date with the latest Rust SDK. The QIR SDK will need to be updated to utilize this new version.
I tried to align names & concepts as best as possible with those in the Rust SDK, but that might not always mean the best C experience—so please review this in terms of "is this good C code?".
