Sets the project's QueryUsagePerDay quota (default 30 GiB, about 0.9 TiB
a month, inside the 1 TiB free tier) so query costs can't run away.
Configurable with --query-quota-gib, skippable with --no-query-quota.
README now lists both gcloud logins and the billing requirement.
