SQLITE_IOERR_LOCK
SQLITE_OPEN_FULLMUTEX

3.6.3

Claims create function will fail if any prepared statements exist (such as statement
cache). Need to verify if it is if they are running, or if they just exist. If the
latter then need to provide a way to clear statementcache.

The only rejection of createfunction is if a statement is actually currently
executing using a function of the same number and number of arguments.
