This is start of work to add the criteria and taxonomy to the encyclopedia client. Currently we use the api served at the rseng/rseng repository to get the updated taxonomy and criteria. I'll likely do this in three stages:
After that I'll want to also write tutorials for how to go about cloning rseng/software, running an annotation session, and then updating via PR.
