Extracted from #776.

The Connect configuration can enable TensorFlow hosting (gated by the license) using:

[TensorFlow]
Enabled = true
Executable = /usr/bin/tensorflow_model_server

Both rstudio-connect.gcfg and rstudio-connect-float.gcfg should include this change.

This work cannot be merged until a Posit Connect release supports this configuration.
