This PR introduces small changes to the project:

  • move the remaining metadata to the pyproject.toml file
  • replace the flake8 linter for Ruff with the same settings
  • add a .pre-commit-config.yaml file applying Ruff and black
  • enhance the gitignore
  • add a section for contributions in the README
