Instead of throwing
System.NotSupportedException: Parsing negative TIME values is not supported in this version
we parse negative Time2 values from MySQL correctly
Also adding some unit test to verify behavior
This is the PR for 2.0 Version of library as its the last one for .NET Framework
Should be possible to cherry pick the commits to fix this also is the latest version
