Query, what is the distinction between project and study?

4.4 Financial management

4.4.5: 'Could' it be useful to work with proposed projects before they are approved and funded, to ensure that they are requesting sufficient funding for the project?
Statement: You could work with 'Project Teams' at the proposal stage to understand the requirements for their project and ensure they are applying for sufficent funding to meet its needs?
Guidance: Estimating digital research costs is not easy as actual use will evolve during the project. However you should be able to estimate demand with researchers and infer likely costs of provision of digital infrastructure and TRE Operator/TRE Developer support for the project. Where possible you could work with institutional finance and research services to identify proposals at an early stage.
