Summary

Alignment of descriptive text with RFC keywords ("SHOULD" vs "MUST")

Source

personal contribution

Detail

The descriptive text should meaningfully use the words "SHOULD" and "MUST" in alignment with the "Importance" assignment (though, see also #306).

The "statement" text appears to respect this, though it is not explicitly stated that this is a deliberate design decision.

Intended Output

To achieve a consensus on the described issue.
