Steps To Reproduce

the docs only say what to do if Python is built by Sage

Expected Behavior

if Python comes from OS, then no Python (re)building in Sage is needed

Actual Behavior

nothing is said for this system Python case, so people try building Sage's Python for no good reason

our instructions on Tkinter are outdated, as they don't take into
account possible use of system Python in Sage.
This is a fix for this issue, which confuses users, see e.g. sage-
develop [here](https://groups.google.com/g/sage-
devel/c/IeGdueQOmEw/m/NNVAYqp4AQAJ)

The Italian FAQ has been done by Matteo, a native speaker.
