What does this PR do?
Removes documentation section which describes how to install Salt from "community-maintained" repo http://debian.saltstack.com/. Looks like this repository wasn't really maintained for a long time, and instructions provided in the docs are no longer applicable for current stable releases 2015.8 and 2016.3.
What issues does this PR fix or reference?
I think this should fully resolve issue #31816.
