What does this PR do?
When
sync_after_installis used, the minion might not yet be ready to accept commands when Salt Cloud attempts to perform the sync. This causes Salt Cloud to wait fortimeoutamount of time before trying again, and will continue to do so for up to a minute.This is not a perfect solution; a number of variables could cause the minion to not respond within that time, but in most cases it should be more than plenty.
