sbt publishLocal fails if the ivy cache is cleared

Subject of the issue

sbt publishLocal is failing to install htsjdk because the de.johoop#sbt-testng-interface_2.10;3.0.2 dependency is not found

Your environment

• 2.2.1-7-g868fd53 but other versions are failing too
• oracleJDK 8 something
• OSX / CentOS

Steps to reproduce

rm -r ~/.ivy2/cache/de/johoop
sbt publishLocal

Expected behaviour

htsjdk should be installed to the local maven repository

Actual behaviour

sbt crashes with the following error:
