Currently, the quiz simply returns all the resources no matter what you input into the form. Fix the quiz filtering so that it works as before:

Filter out results that do not fit a user’s income range or documentation
Suggest resources that a user qualifies for, but did not ask for
Optional: Sort by language + accessibility options
