Included circuit and joule heating output options:

* mesh voltage
* mesh current
* mesh conductance
* Joule heating relative tolerance
* Joule heating absolute tolerance
* Joule heating iterations

Also added output option:

* elements (i.e, the current number of elements in the simulation)
* ray trace will compute max and min at the same time
* Omega_h::ScopedTimer now can now access total_runtime()
member. For now, the global keys:
   - Joule heating CPU time
   - adapt CPU time
have been added in lgrtk
