Since scala-xml is near the base of so many dependency trees, we have tended to be extra super cautious in this repo and not jump on new Scala 3 minor versions (3.1.0, 3.2.0) right away, since it:

  1. requires us to bump our own minor version
  2. forces the upgrade on our downstream dependencies

as per https://www.scala-lang.org/blog/2022/08/17/long-term-compatibility-plans.html

That said, I think Scala 3.2 has now been around for a while and it's probably fine to go ahead now.
