the sphinx theme seems to be missing from all tarballs I could find (sourceforge and github), thus the built documentation looks awful.
this needs to be fixed for redistributers.

is it possible to create a new release with the issue fixed? I would like to update the debian packages.
Though if 0.17 is due soonish it can probably wait, we are at the beginning of a cycle anyway.

0.17.0 is at least a few months off. I see enough other bug fixes that are already backported or need backporting to warrant an 0.16.1 now. I'll need a bit of time to get back up to speed, but should be able to get a release out the door within 2 weeks or so.

Closes scipygh-5195 (missing Sphinx theme for 0.16.0 tarballs).

Also remove release.sh - we're not using it anymore.  Instead, we'll be using
numpy-vendor/fabfile.py
