This reverts commit c2fc96b. The RW-lock usage had a bug, which will be fixed in a follow up patch.
The remove() function accidentally calls lock() in the finally block, leaving the RW-lock unlocked. Refs: scylladb/scylladb#7991

RW-lock in JMX server repository wrapper") and fixes a missing unlock
from APIBuilder.remove().
