Improvements to "Go to CAS" link

I suggest that a nice thing to do would be to update "Go to CAS" to instead say "Go to Skyserver" and use the link which always goes to the most recent DR (it's currently set to DR12).

ie. http://skyserver.sdss.org/dr12/en/tools/chart/navi.aspx?ra=248.140561423&dec=39.1310206842&opt=GS&scale=0.2

should be

http://skyserver.sdss.org/public/en/tools/chart/navi.aspx?ra=248.140561423&dec=39.1310206842&opt=GS&scale=0.2

which currently redirects to

http://skyserver.sdss.org/dr14/en/tools/chart/navi.aspx?ra=248.140561423&dec=39.1310206842&opt=GS&scale=0.2

(I know the images are the, but the functionality might not be - as well as links out to the data etc).

This is a good suggestion. Thanks. I've included this in the new 2.1.4 patch release to push this sooner rather than later.
