it should also include BUC status and it should probably be retooled. ranged weapons should probably only be considered if they have ammo (and they should get points per charge of ammo available, which means the less ammo they have available the less good they are).
possibly also equipment should be reevaluated at times other than pick up just to make sure that you have the best equipment equipped. maybe every few hundred turns re-examine yourself or something
