And add documentation to README.md and manual indicating that GCC version 5.0 or higher is required.

This PR aims to resolve Issue #450 which is essentially resolved in
https://github.com/james-d-mitchell/libsemigroups/pull/75
and this PR increments the version of libsemigroups to 0.6.3, and makes it so that Semigroups refuses to compile with a too old version of GCC (pre-5.0). The latter is also documented in the README and in the documentation.
