Use more reliable technique to install phpstorm #16

With the newest release of the projector installer, https://github.com/JetBrains/projector-installer/releases/tag/v1.1.0, we should be able to do a more robust install of PhpStorm. The current install guess at what numbers should be in there, but in https://youtrack.jetbrains.com/issue/PRJ-334 they say that the bug that wouldn't let you outright specify what you wanted to install is now fixed.
